@giallo before i complete japan’s ncm question about repair: j28_repairquestion.tsvg

The ships in india sz still have 3 movement but they did not repair at the start of turn next to navy base. Does repair not work if capital captured? Or is this one of those where it needs to be edited as repaired ships?
