Strangely enough Russia’s NO looks to be active. However, they’re at war with Italy and there’s an Axis warship (german des) in z125. What I remember from the rules, that’s enough to cancel the NO.

I noticed this as well in some games. Actually russia is at war in Europe, Check. 125 is not free of axis war ships, but free of enemy war ships. My rules say „free of axis war ships“, so trippleA would be incorrect here. I would also be interested to understand what is the correct rule here.

I think there is some interesting constellation now in this game :-) Italy is at war with Russia, but Germany is not. And Russia just refused to declare war on Germany.
The rules clearly say “When the Soviet Union Is at War in Europe” - I assume that when the game was developed, the game designers could not imagine that Russia is at war with Italy but not with Germany.
I interpret the rules the same way as you. I will edit 5 IPC less income for Russia and re-post.

What I remember from the rules though is that it’s not possible to attack land territories (interestingly it’s different for sea zones) containing neutral units. There would need to be a DOW first.
I’m pretty sure about this, but will have to look it up.
If it’s correct I’ll allow for you to change the moves in EU (or those that are impacted).
Think I found the rules (p. 15 Europe, p.14 Pacific):
Powers Not at War with One Another
When two powers on opposite sides are not yet
at war with one another, they operate under some
special conditions and restrictions.
[…]
Combat: A power can’t attack a territory controlled
by or containing units belonging to a power with
which it is not at war. If a power at war attacks a sea
zone containing units belonging to both a power with
which it’s already at war and a power with which it’s
not at war, the latter power’s units are ignored. Those
units won’t participate in the battle in any way, and a
state of war with that power will not result.

@Martin It’s a rather cheezy maneuver with Italy, but unfortunately the battles on E Poland and the Baltic have to be cancelled.
I’m not sure how different moves will impact the east, but I’ll wait for you to adjust the position further before moving with Japan.
You now have 4 inf and the fig and sb that may move during NCM instead.
You can of course change other NCMs as well as placement of units.
Ah, yes, also if you wanted to then DOW on Germany so the same procedure won’t be repeated, just declare that here and I’ll DOW with Germany when the turn comes. Changing states of war by edit might lead to different problems further on.

I did the preliminary changes, and can do J now. Don’t think there’s any real impact between the two arenas. You can tell me how you want the setup and I can adjust during J NCM or if you want do it during US.

To clarify (you can always change things later if I misunderstood something), you built 3 inf in Leningrad. As I understand it you want 1 inf there. The other 2 would then be built in Moscow.
