Espionage Idea

Ive had this idea floating in my head for awhile and i want to throw it out there to see what people think.
When playing in large groups a flow of game hinderance is when they want to leave the room to discuss strategy. I had the idea that the only way to plan is to write it down and pass a note. NOW, when a note is passed, anyone from the opposing side can pay for the roll at a chance to read it. It doesnt cost to send the note, just to read it, that way you could send gibberish as a way of bluffing and cause them to go broke trying to read them all.

it should cost money to buy this service. It cant be free or its not too useful in a game.
pay 3 ipc, spy rolls, if he rolls X he sees note, If he rolls Y he gets to see 5 words of his choosing. ( like wheel of fortune?>)

its just an idea, open source if you will, that i thought could keep flow while adding to the game

look at the AA50 house rules files. i have this concept and i think its great.
