Any nation can remain neutral if it is not attacked or does not attack first. And a declaration of war by another power is not a declaration of war by the power that is attacked. Even though it would attack the agressor, it is not considered to be aggression. If played badly, USSR could be in great troubles declaring war on all Axis powers by itself. But who knows, you might have a lucky day 🍀
Why can't movement be a single phase?

Why have a combat and non-combat movement phase? Axis & Allies: 1914 used this method, and I think it simplifies the game in many helpful ways, as well as eliminates many seemingly “gamey” maneuvers. This would be a big change, so I’d love to hear some feedback.

@captainnapalm Mainly, it allows to see what your combats are before you move, so you can respond to the results.
Also, it allows you to break blockades of sea zones and then move through them. -
@trig Yes, and those are two things I don’t like, and would like to eliminate.

@trig It’s not really needed in my opinion. My thought on this originally was that it was to better track aircraft movement to prevent accidently cheating but as far as I can tell, I don’t see a good reason to not have com and non com go together.
