Maybe it’s just me, but I think the penalty for Allies attacking neutrals should be way more severe. Like more money or money each time an ally attacks a neutral. Perhaps each Axis player gets so many militia units.

Figure this might be obvious but im unable to find the answer. Can the Comintern and Allies share sea zones?

Yes. Rule 0.5.

However as far as I am aware, the Comintern cannot escort Allies convoy lines.

@jbuckbuddy, from Rule 0.5, as stated above: “Major Powers that are not at war with each other may freely share sea zones and do not affect each other.”
