See Pacific 2nd Ed. rulebook, top of page 9:

@rulebook:

These two powers [UK and ANZAC]
also have an arrangement with the
Dutch government in exile (Holland having been captured
by Germany) and have taken guardianship of the Dutch
territories in the Pacific. As a result, they are free to move
units into these territories as a noncombat movement at any
time, as long as they have not yet been captured by Japan.
They may actually take control of them (gaining their IPC
income) by moving land units into them. Additionally, the
United Kingdom and ANZAC consider attacks against any
Dutch territories to be acts of war against them directly.
Once a Dutch territory has been captured by Japan,
however, it may be captured and controlled by any power.

This is off subject but has to do with the fact of the U.S. building a minor IC in korea. Can they move within striking distence of that when there not at war even though Japan can not end movement withing 2 zones of alaska or the western U.S.?

Yes. The United States is only prohibited from being next to Japanese soil in the Pacific. If they want to leave their fleet next to SZ 6, but not in SZ 6, they may do so.

Each unit may be paired with only one other unit in the same turn phase, but it may be paired with a different unit in another turn phase. In Miker49’s example, the tank may be paired with the mechanized infantry in the Combat Move phase, then be paired with the tactical bomber in the Conduct Combat phase. In Jeffdestroyer’s example, the tank may be paired with the mechanized infantry in the Combat Move phase, then be paired with either the mechanized infantry or tactical bomber in the Conduct Combat phase, but not both. See the Combined Arms sidebar on page 16 of the Rulebook.
