I know it’s not allowed in Global, and I couldn’t find it in the 1942 rulebook…

Can you build factories on islands other than Japan and Great Britain??

Yes.
“Place new industrial complexes in any territory that you have controlled since the start of your turn and that has an income value of at least 1 . You cannot have more than one industrial complex per territory .”

The 1940’s editions restriction of not placing on islands does not apply here.
