i go for italy, but only when i am going usa atlantic 100% with intent to land in italy.
one of the downsides of bombing italy, is that they usually only produce 2-3 units per turn. so to make your bombing effective, you have to deal at least 6 damage, since they can just shrug off the first 4 damage.
however, if you have 3-4 or so total bombers between the usa and uk (easy if none get shot down), then italy is in a world of pain and can only build like 1 infantry per turn.
do a turn 4 or 5 landing with 4 or so transports full of american guys, and well… thats basically my allied strategy right there.

Strategic Bombing occurs when a player send his Bomber to an enemy’s IC.
When this happen, the Bomber rolls a dice and deal that many damage to the IC. Note that you cannot dea more damage than twice the Territory valueIn other word, Strategic bombing on Karelia cannot exceed 4 (Karelia is worth 2 IPC)
When an IC has been bombed, the owner of the IC has to repair in order to build new troops. In the case of Karelia, he needs to repair at least 3 damage in order to make ONE unit. He needs to repair 4 to build 2 units.
The only way I can see a player not being able to build is when he doesn’t have enough IPC to repair all the damage counter on his country.

EDIT : Each damage marker on an IC cost 1 to be repaired. In the example of Karelia, if there are 4 damage markers on the country from Strategic Bombing, Russia needs to pay 1 IPC per damage

Yes and no.
As Omega mentioned, you place damage markers on the enemy’s industrial complex to represent the damage inflicted by your bombers. (note, you may only damage the complex to double the territory’s value, so Germany could take 20 damage, but Italy only 12.)
Your enemy must buy down the damage to build units there.
Example:
Germany has 18 damage on it. In order to build one unit, the German player must purchase 9 Damage to bring the damage markers to 9. (10 Territory Value - 9 Damage Markers = 1 Unit allowed to be built.)
Now, let’s pretend that Germany only has it’s capitol. Last round they collected 10 IPC. During the course of the game, you did 18, 19 or 20 Damage to Germany’s Industrial Complex. Since they can only pay 10 IPC to repair, the best they can achieve is buy down their damage, they would not have enough money left to purchase even an infantry unit.
Therefore, yes, it is possible to Strategically Bomb (SBR) your enemy to the point they cannot build units.
