Mongolia was showing up as Axis-leaning Neutral. So moved into 2 Mongolian during the Japanese NCM. Mongolian troops turned to Japanese troops as expected. At the end of the turn, Mongolian troops turned Russian and three Russian troops were added to those territorities the Japanese were occupying. Strange. Decided Japanese could do without occupying Mongolian territory. Better they remain true neutrals.
