Maybe I should have asked but assumed Max D in SZ100.
I assumed that that because S. France was a friendly neutral, the naval base did NOT give Italian ships a bonus movement. Otherwise, I would have kept the UK fleet in SZ 83. “Operative friendly naval base” means to me, in the case of Italy, Germany and Japan, not a friendly NEUTRAL such as S. France. I have not been able to find any clarification on this issue.
The question has been asked in the case of Balanced Mod - I assume that carries over to PtV.
Apparently, the new rule regarding an operative friendly naval base in S. France was not codified when the rules for PTV were drawn up. Here are the applicable rules about Vichy France specified in PTV:
“With the exception of Southern France (see discussion of “Zone Libere” below), Vichy French territory operates the same way as other Pro-Axis Neutral territory. An Axis player may capture Vichy French territory and commandeer its forces by moving a land unit into the territory during the non-combat phase of his turn.
Fly-over restrictions applicable to other Neutral territories do not apply to Vichy French territory.”
No mention is made an operative friendly naval base. As the minor IC is not operative, there is no reason to believe the naval base is either.

Please. I do not understand why this decision was not added to the PTV Notes (rules).
I have never taken advantage of the rule myself, and I believe a number of my previous opponents failed so also.
@artofwar1947 Fair comment, although I don’t think it provides an advantage that often. People rarely hide Italian fleets in the Vichy fleet, it isn’t as good protection as the Rome airbase.
