Hmm, I’m not 100 % sure, but I think fly-over Vichy is allowed, but the system doesn’t allow it. Seems rational in that case.

i somewhat wanted to change final casualty in india right after combat phase but i correctly did that amphibious assault battle first so i cant. I’m not sure its that much better anyway because it’s only good if i roll upcoming defense well, which i can never bank on.
Hmm, not sure I understand. Was it about taking air as casualty instead of land?
