I might give it a range of one. That allows for it to move some, without taking precious rail assets.
What is its interception value?

You may wish to represent its short range by making it unable to use an airbase to scramble to adjacent zones.

@trig It is 5. Maybe it can be moved by motorized infantry since it was a small thing.
