I believe that would happen, it stays in your queue until placed, but you can place it and edit it out and add 12 ipc units onto the board. I am ok with this at this juncture in the game.

When I re-did the Russian Turn I forgot to give Germany the 12 IPC’s. You can at the end of your Japan turn.
@666 Ok, I thought you are not able to defend a transport, but the game is asking me. Maybe that is an error in the engine for PtV.
