Nope.

Being at war with no one and having a strict isolationist policy, the United States has especially tight restrictions. It may not move land or air units into neutral territories. In addition, the United States may not end the movement of its sea units in sea zones that are adjacent to Japanese-controlled territories

It’s great move squatting next to Hawaii.
I don’t like that it’s legal, but it is quite legal.
(If I was the god of Axis and Allies, I’d change that rule because in 1940 it would obviously provoke war. IMO)Anyhow, my moaning aside, I’ve got it figured how to temporarily defend against it, but the choices are pretty crappy. And it doesn’t bode well for the long term.
I’d like some more time to look at other options I haven’t thought of yet.
Once we are finished with this game, I’d love to hear your solutions to your Japanese move. If you would be so generous.
