it is what it is, but in a LL game subs should convoy raid at 2 and destroyers, cruisers and battleships at 1. so it should be 5 rather than 8

@oysteilo why is that? Low Luck just means that the dice do not have crazy results. You roll two dice for one sub r air unit. Dice above 4 are ignored, 3 and less are totaled for any eligible unit. The convoy damage in SZ93 is 6 but limited to 3 due to Southern France only being worth 3 IPCs. In SZ97 the cruiser missed (6) and both destroyers hit (2+3=5), adding up to a total damage of 8. I am not aware that in “low luck” game there would be changes any rule for hits - where did you get this from?

I think convoy raids and bombing damage to facilities should be handled the same way. Look at London, 11 in damage, exactely the expectrd result. So why should two bombers cause expected damage wheras 3 warships in 97 almost cause double of expected damage? I dont understand
