Should be the same basic victory condition rule as in OOB and BM3, i e holding the VCs for a complete turn.
That was the assumption I based the G-17 and J-17 turns on. Otherwise, it would be insanity to sacrifice two CAs to blocking.

Overlooked the US Marine on in CUS; should have blocked SZ 29 also. That massive error will prolong things.
