Carrier and plane builds

If my memory serves me correctly  new aircraft cannot be placed on carriers in classic. From the aa50 rules this seems to be the case as well. Is this also true for AAP and AAE?

Aircraft can be placed on new carriers in AA50 (page 22).

I must have missed that. It was late last night when I read the rules. What about AAE AAP. By the way, I like the Strangelove!!
