Kamikaze are a defensive weapon, which are resolved at the beginning of the combat phase, so the attacking air units have already launched from their carriers are not in danger (unless they are “guest” air units). As such, they will participate in combat even if their carrier is hit, and will have the remainder of their movement to land as normal afterwards.
Alpha question

So since I am new here I got a question. These Alpha rules that are developed, are they “official” or are they just developed by people here on the site and everyone just agrees to them. How does this work exactly?

Alfa +2 are official rule and setup improvements submitted by the A&A creator, Larry Harris and his team of play testers. They were released to the A&A community in January 2011, and you can find them on harrisgamedesign.com on the forum titled, Global 1940 / Alfa +2. The vast majority of Global players use them, because they improve the balance between the two sides. FYI… We are all awaiting Alfa +3 (which are assumed to be minor changes) but try to learn the Alfa +2 rule changes first.
