Rus sub to z126 when not at war?

Can the russian sub move into z126 when not at war with Germany? I thougth that if you do not control a territory attached to the sea zone you can not enter it without declaring war. Or is it because it is a sub, by the way there are no german ships in that zone when the sub moved.

There aren’t any restrictions on naval movement when not at war (except for the USA, and through straits).

It would be fun to import the Iron Blitz (PC version) Cold War scenario into the 1940 map: this time around instead of just having USSR-US-UK you could expand it to have France represent the rest of the NATO powers, Germany to represent the Warsaw Pact and China gets to be on its own (as PRC vs ROC, Taiwan can just be controlled by the US player along with Japan). Of course tech would be opened up.

Is the basic rule that every British unit counts as “Europe” as soon as it is on the European board and treated accordingly (may not enter Russia), whereas every UK Unit in Asia is treated as Pacific and may enter Russia, regardless of where it started or was built or anything?

UK units are just UK units, no matter where they are or where they came from. The distinction here is which map the Soviet territories are on, not the source of the units moving into them.

The carrier may not leave the Pacific map until either the Soviet fighter leaves it or the USSR is at war in Europe.

It really depends on which method you prefer.
A G1 attack can catch the Russians a little off guard and take advantage of their defenses still being relatively thin. The downfall is that Germany’s offense will also be a little thin and be more prone to Russian counter-attacks.
A G3 or G4 attack allows Germany the maximum build up time before Russia can declare war and can make for a much stronger punch into Russia’s borders all along the line. I often wait until G4 because you can hit Russia on 4 fronts (Romania > Bessarabia, Hungary > E Poland, Poland > Baltic States, Finland > Karelia) and have a very strong front line after the battles - harder for Russia to counter attack. The downfall of this is that Russia also gets 3 turns of build-up so they will have more stuff for you to fight. Generally, Germany will still have more than Russia, but if the dice don’t favor you, your front lines could get really ate up by the time you reach Moscow.
A lot depends on what USA does when they get into the war. If they go 80%-100% Europe, your Russian offensive could peter out fast because you have to fend off an American invasion or try to bail out Italy. On the other hand, Japan should be doing very well in the Pacific and you may get an overall Axis win that way.
If USA goes mostly Pacific, then you should be very successful in Russia. The UK will be busy trying to fight Italy and your U-Boats while you pour tanks into Russia and steadily grind them back. However, If Japan plays poorly, it’s possible the USA could wrap things up in the Pacific early enough to still come over and cause trouble for you in Europe before you can take Moscow. Then it’s the dreaded TWO FRONT WAR for Germany.

The US does not have enough income to represent its realistic capablities
A real problem is that its a power that relies exclusively on transports to get to the action (japan also, but japan can build ICs on the coast, USA cant build ICs anywhere worthwhile)
Transports that need a fleet to protect them.

The best thing that could be done to help the US is to give them some extra infantry in the mainland. To ease the burden of having to buy so many high cost units.
Maybe like 4-8 more infantry.
The US really didnt have a manpower shortage, and the draft had already begun by 1940.

The 4-8 infantry would allow the US to maybe buy another bomber and Cruiser over the course of the first few turns, while still able to fill its transports.
I always feel the US shows up in a theatre with 3 units too few to really scare the axis player. They show up with enough that the axis can attack, and trade away planes for boats.
Setting back the US by a little, and the axis by a little more.
When in reality, the US should show up and the axis be very afraid to attack the US transports and fleet, and have to use its air units defensively. So that by turn 6 or so the US is the major allied agressor on the board. Not just the boogyman.

No. If Japan attacks FIC, they lose the NO.

A state of war between Japan and France does not affect the NO. Only an attack on FIC cancels it (outside of the other limiters - war with US, unprovoked war with UK/ANZAC)
