This is an issue I wish the game by vanilla would just let you turn over control of territory to your allies as this happened a lot between Germany and Italy. I have allowed enemies forces to capture a territory just so I can turn it over to another.

Can Japan build a major IC in Manchuria for instance? Is Manchuria considered an originally controlled hex or are only orange territories considered originally controlled Japanese territories? Thanks!

All orange territories without the Chinese symbol on them are considered original Japanese territories and can have major ICs on them.
Edit: that does not include Manchuria, so it can only have a minor IC.
