    @dawgoneit Neither of those are legal scrambles based on Carrier scramble rules, because there is no surface vessels in those zones which would be required for a carrier scramble. The program always asks, though, and it IS possible to scramble from a regular airbase to an even empty sea zone in an amphibious assault. When there is no legal scramble there, you may click “none”.
