Aircraft may only land on territories they owned at the beginning of their Turn; this includes China’s fighter.
Fighter attacks sea zone with no place to land...

Pacific 1940 map: Assume two aircraft carriers in sea zone 59. One is empty and the other has two fighters. Enemy destroyers are sea zones 58 and 60. Normally aircraft from 59 cannot attack a target in 61 because the carrier could not move to 56 so they could land. But your intention is to destroy the destroyer in 60 with one fighter which will allow the empty carrier to move during non-combat movement to sea zone 56 so the fighter in 61 could land there. Is this legal or must there exist at the beginning of the turn a means to land the fighter that is attacking 61? I understand that if the attack on the destroyer in 60 fails, the fighter will be lost during non-combat movement.

Your move you have outlined is legal. If you intend to move a plane during combat move phase you will need to point out a valid landing space for it. In your case you need to prove that a carrier could be in SZ 56 to provide a landing space later. For that purpose you need to create a battle in SZ 60 to (hopefully) establish a route that your carrier can take during NCM. For your prove during combat move phase you are allowed to assume that all your shots will be hits and your enemy will not score a single hit.

Cant do that, the count starts from where carrier is and you need to move the carrier in range for plane to land. If no opportunity presents itself, you cant move there.
