Yes it can. Only Navy blocks naval movement(or a Strait of course!).
An island is a separate territory, yes.
With the exception of Subs and Transports, which cannot block enemy movement by themselves.

I’m Japan. At the start of the game, say I only attack UK/ANZAC (e.g., put infantry on Celebes or Borneo), then that means:
US gains a one-time $30 bonus at the end of US’s first turn.
US gets $30 at end of US’s first turn, if US also declares war on Japan during US’s first turn.
In other words, US could get a minimum of $60 at end its first turn?

That’s correct. However, if the USA declares war, it will collect 75 extra IPCs, not 60. This 75 includes the other three NOs it will be eligible for.
