building ships in a sea zone with subs present

If I build ships in a sea zone with subs, do I pin them if I build a destroyer or can they retreat?

The “Sea Units Starting in Hostile Sea Zones”-rules apply with different options.
Please indicate which A&A game you are talking about, then the answer can be and will be more precise.

So sorry - 1942 online is the version.

I mock played it vs. AI and determined that the sub would be allowed to leave. sad story…
