I have an impression that axis are overpowered in BM. I dont like them, Allies are my favorites, but i think that the bid for allies will grow similar like in OOB, to first 20 ipc, and then to 40-50 ipc.

No, don’t think that will ever happen. Maybe 20, but absolutely not the level 40-50. Allies are a lot stronger in BM3 compared to OOB.
Check out @axis-dominion and how he plays me as Allies. I’ve gotten a thorough beating in our two first games. Didn’t stand a chance. And that was with a +3 bid in the first game and +6 in the second. For Axis (sic).
I’ll likely be destroyed in our third game where he generously let me have a bid of 9 for Axis (placed as sub z108 and inf Kwangsi).
He is a master.
I am not saying he is not a better player then U are, but if U parked an autobus in front of Gibraltar with Germany he wouldnt smash u so easily as u say, its a question would he anyway?
In my exp in last few games (with both axis and allies) germany has enough money to come to the door of moscow and fortify or deadzone sz 91
that is brutal
japan is a monster with 21 air unit on rd 1.
even with weak italy, japan and germany are monsters if played well
i wont play allies without a 40 bid
i prefer them more, but i dont want to loose games all the time
i ll play them only with a turbo bid, or against weaker opponents for my joy of playin allies
and in this game , thats it, too small bid for me + bad dices and i am probably toast soon

Thing is, oysteilo went from M to 1. The ranking is adjusted accordingly. Same when you went from M to E. So the points you get from each opponent is not fixed, but is a flowing entity depending on their present tier.
