Well, I did not run the numbers as this is too time-consuming but at first glance, it looked like he wanted to prevent you from combining all 3 armies at Bryansk which could create an unbearably threat on taking Moscow (not sure if it does but all 3 armies combined look strong)
Avoiding this, in fact can be worth more than trading Russia for one turn although it is a significant price I have to say.
In addition it helps to merge the Russians with the US and UK units safely to seal Moscow after it is being traded one time.It really depends on the numbers but strategically this can be a great move and shows very good understanding of the position and the priorities.
I am writing this in the believe I do not influence in any thought process as the current map is already the results of the intentions I suppose were behind this.
As far as I can judge, the Allies got the upper hand again, I admit, I am surprised. I guess I underestimated the Allied position after Greece was traded. But so far, nothing collapses for the Axis.

Having a game that lasted that long played on this level is very educational. I never had a game that long so far. -
Yeah. If had I dumped everything in Moscow and prioritized fighters in the three allied factories in range, I could have pushed your odds on Russia down enough that I don’t think you would have gone for it (when I checked I had you down to 56% and I think I had room to push that down slightly more). But then I would be paying an enormous price to delay the inevitable and give you the room to clean up other areas of the board. My thought in stacking this was that it delays any certainty on Moscow for at least another turn. You take it now, but I should take it back and should, I hope, at least have one more turn before you can take it again. And I can play the allies elsewhere in a way that I think will make it more difficult for you. But regardless losing Moscow for even just a turn is a big blow.
I thought also about moving into E Poland with the combined Soviet/US/UK stack. It would put some pressure on Germany. But I don’t think that would have saved Moscow and that stack, while a problem to dislodge, was too divided to be that dangerous.
I don’t know if I have the upper hand, but we will see
