Seems like it:
“The attacker (never the defender) can retreat during this step. Yeah its good to know for the future.
So it is legal that an attCking power withdraws from the sz in which it ships were and in which the enemy produced 1 des for example, and then u can go back to that same territory and attack enemy navy? (so u have a retreat option later)
But if u dont do it (move out and come back) u can not retreat, only submerge?
