or could i retreat just with air and just submberge the subs?
or they can not submerge until i have bombers there, and can not submerge if i retreat with boms?

Now I understand.
If you stay for another round, you can then submerge and the subs won’t be a part of the retreat. But you need to roll one more round. 2 on 2.
