Airbases with 3 or more damage are not operational. Presumably this applies to rockets too.
I also read that they fire independently.

For instance what happens if Japan attacks a British Persia containing Russian units while at peace with Russia?

@Misterblue Japan would need to be at war with both powers, so could only do it, if it declared war on Russia first.
