Me and brother have been playing our games with each country starting with R & D (besides china and france) at no cost. USA and Russia wait until they are at war for their r & d to be activated. Have played 2 games and pretty balanced. We tried to keep the r & d realistic and did a little research online. For example Germany gets rockets and super subs. But this is what we came up with, again the game starts with these countries having these r & d for free(USA and Russia wait until at war).

Germany, Japan, U.K., Italy, ANZAC all start the game with their R&D’s. USA and Russia get their R&D’s when they each go to war. USA does not get their R&D’s if Russia goes to war and vice versa.

That is true but the game has kamikaze at the start so I figured why not. Plus I didn’t want to put anymore rules in.
