This question is rather ambiguous. If you’re attacking with aircraft only (no land units), it’s not an amphibious assault. If you mean, “Can I conduct an amphibious assault without cruisers or battleships for shore bombardment?”, the answer is yes, you can.
When conducting an amphibious assault, you have to choose which aircraft will participate in any naval battle and which will participate in the land combat; they cannot do both. Any naval battle must be resolved before amphibious landings can take place.
I actually put Japan markers (roundels) on the Chinese territories that Japan starts the game with. That way if those territories are liberated, we can remove the Japan marker and see the Chinese logo which indicates it is owned by China. Makes for an easy quick visual when counting IPC tally.
I do the same thing. I just think it is easier marking the enemy controlled territories. In this case, Japan just captured these territories before the game starts.
The Chinese have strange rules but the exceptions they get makes them exceptional. The ability to raise new units in a newly captured territory is overwhelmingly powerful. Even though they can only raise INF and ART, the ability to have one main stack and move it anywhere while building, instead of having to defend a particular territory, would be gamebreaking if China wasn’t restricted to Chinese territories and Burma and given a fairly low number of starting units.
Actually, scrap that… I love the simplicity of building new factories on victory cities only. However, I did use your fixed setup idea for a few things and changed how factories are downgraded, checkout the changes to the profiles in post #1.
As far as I understand, you cannot buy any Factory.
But, is it possible to the initial owner to upgrade an IC to his former status once it has been downgraded in a Major Factory due to an earlier conquest?
If not, then there is no need to provide the price of any Factory, this should be deleted to avoid ambiguity.

I like the salvage question, but I would say roll a d6 for each mech or armor destroyed by Chinese forces, on a roll of 1, that unit is now Chinese. It’s same odds as SBR getting killed by AA Guns so there is some limited precedent for that target number. It’s horrible justification, but best I could do on the spur of the moment. lol
I think a new set of rules in PDF format should have been online a while ago, in respect for the customer who bought not a game, but what i call a ‘‘play test’’.
We dont even have rules to play europe alone yet!
Use TripleA. With TripleA, all movements can be tracked/verified using the game history. And it’s impossible to make an illegal move without using the edit function.
It’s a huge time-saver and considerably less stressful.
