we’re into a game of alpha2 global and I’m wondering if the US has to be at war to collect all of its NOs.

Here’s another one:

The UK has a lone transport in sea zone 108. I want to sink it with a u boat but there are three fighters on England. I don’t think he can scramble because planes can’t hit subs without a destroyer and subs can’t hit planesa but he thinks he can.

He can scramble, but it will have no effect.  The transport will be sunk.
