+1 for Cairo as a VC to eliminate ties and to act as a proxy for that 10 IPCs of game-swinging Africa money. The controller of Cairo likely has (or will soon have) control of Suez and the rest of Africa as well, and would therefore be in good standing for the “IPC Income” tiebreaker that would be necessary if Cairo was not a victory city.

Did anyone notice how some neutral colors are different from others. Why is that?

They are basically off limits, so they are colorless for the most part. Its just the artist interpretation, different parts of Russia look different as well.

Given the fact that the map is geographical it had been strange the opposite… all the neutrals having the same identical geographic territory! :-D

Were you not able to invade them or at least cross thier territory by a payment of IPC’s to the bank?

You could violate their neutrality by invading them or flying over them, but you had to pay a whopping 3 IPC penalty for doing so. Once they were “violated”, they were treated like any other territory.

also, Germany took turkey to get to Africa faster and if they figured the fleet was going to be sunk
