You were not wrong to check the Pacific rulebook, there it is on pages 14 and 36.

According to the rulebook, no. However, this may be changed in the FAQ.

Also, how is it worded?
A “territory” can only be hit by rockets once per turn, or
A “facility” can only be hit by rockets once per turn……we of course know this rule was designed to forbid 5 or 6 rocket attacks on one factory…
But if the wording is “a facility” then a territory with 3 facilities can be hit 3 times (IC, port, air base)
And as of current alpha + that is a possible total of 36 IPCs worth of damage if you hit each with a 6. :-o
