@The_Good_Captain The rule applies in all sea battles where there are sea units allied to the attacker present, regardless of the type(s) of defending German sea units. The rule mentions only German subs because the author failed to take into account the possibility that the situation could also exist with German surface units if they were mobilized in a hostile sea zone. This oversight was corrected in the Axis & Allies Pacific Rulebook.

What role does Romania, Finland and Italy play in A&A Europe? How limited are they? I have never played any game except the classic.

The only Axis power in the game is Germany. Just like classic A&A, the Germans essentially controlled the combined German, Italian, and other minor country armies.

Does other countries axis countries recieve units?

The German player recieves the IPCs and uses them to place units in either Germany or Italy.

i believe to make this 1 more interestuing allow italy to jump in more afrikan use + then rommel from germany would be more apropriate
