AARHE Map question

I downloaded the very fine AARHE map from this site - only problem is the map is way too big for my table - I need it to be about half the size. When I try to shrink it down in my Photo editor, all the print and boundary lines become slightly fuzzy and almost unreadable. Does anyone know the solution to this?

i just need to know the size you need and the map file (out of the three we offer) you need reduced.

I need it in inches. no freeking metric

OH OK - 22 inches tall by 38" wide would be ideal - the map would look stretched a little but would fit my long table. If that is not possible then 22" tall by whatever length ratio it is. Oh and I need the map version 1942 without Italy - thanks…
