Turn one IPCs

On turn one, does each power collect their respective IPCs at game start?  In other words, is there an implied collect income phase before purchase & repair units phase?  Or can you not purchase units on turn one?

Each power starts the game with a number of IPCs equal to its starting income level.  No IPCs are received for any National Objectives that may be satisfied at the start of the game.
