Generally speaking powers defend together. However in G40 there are powers that start off neutral (Russia and USA) or not at war with each other (like Japan and UK/France). You could have a case at sea when you attack a sz with units from multiple powers, and can ignore the units that belong to a power that you aren’t yet at war with.
Combat/non combat movement questions

ok 2 scenarios here:
1. russia recaptures east poland from germany, during non combat phase can russia move through east poland to baltic states? i’m pretty sure thay can.
2.russia captures romania during combat phase, can they non combat move through romania and activate yugoslavia units? i again think they can.
