    I think it just means you cant automatically upload files from triple a. However, I think you can do it manually by attaching the file to a post, like this

    @OwenToo. Yes i moved my units from 112 to 109 to avoid combat. It is a legal move. I am asking if it is ok to place them in 110 instead. Really, only china has moved in between and most people allow that. Is it ok for you or not?
