We use the army pieces from the 2008 RISK as movement trackers.
I have seen a lot of people use the cities from this game as Industrial complexes and such.
The army pieces are arrows with either 1 chevron or 3 chevrons. So when we move something we place the corresponding arrow piece. Once all the units movement points are spent we flip the arrow upside down.

We are using a custom board and I don’t have the OOB map available. Is zone 12, Central United States, physically connected to a) zone 2, Ontario and b) Alberta/Saskatchewan/Manitoba or is movement blocked by the Great Lakes?

The lake does block movement, but according to the FAQ CUS and A/S/M are adjacent. They actually updates the map in the 2nd edition print run in which they added a border between CUS and A/S/M. See for your self here
