as it pertains to russia, we get 3 $2 LL bonuses.  Does the archangel/125 bonus of $5 count on top of this $2, making it $7, or do the 3 x $2 bonuses supplant that one?  Or are we just giving russia $1 more potential while german bonuses remain at $5s with even another balkan one tacked on.?

The 3x2 supplant the 5, but these potential 6 IPCs can  be supplemented if Japan attacks Russia.
And yes, Germany is gifted a further NO, which some think unnecessary.

You’re ignoring the 3ipc for not having any allies in the USSR. Combined with the Archangel Lend Lease, that is the 5ipc OOB. It’s really just splitting the objective. Siberia and Persia LL are additional to this.
