They will prevent you from loading if you declare warUnfortunately, that’s just a bug in TripleA. I’ve run into this before, if you check page 11 (the sidebar in blue about declaring war) of the pacific 1940 rulebook it details this exact scenario. If Japan is the one declaring war, Japan can still load transports in sea zones that became hostile as a result of that declaration of war.

The only way to prevent Japan from loading transports is to move UK ships into the sea zones (as you did), but then ANZAC has to declare war to make the sea zones hostile at the start of Japan’s turn. If you’d like, I’m fine with either retroactively having ANZAC declare war or editing the UK ships somewhere else that you would prefer. It is a bit of an esoteric rule.
