Maybe this is a rules misunderstanding?
It can produce 10, and had 8 damage, meaning you could build 2 units there! Look at what I did in Moscow for example

D.A. built 2 units in India the prior turn and I didn’t" bomb it this turn. So there was only 8 damage, so D.A. could have built 2 units with his 6 cash this turn like Carys said.

Having trouble with my game turn. I have 3 tt’s in sz19, 3 inf in Kiang and 1 inf in Manc. I want to put all 4 inf in 2 tt’s during NCM. Keep getting triangle error message. I tried 2 inf into 1 tt and it said no, but would let me put 2 inf into 3 tt’s. I will have to edit.

I moved 1 tt away and then loaded the 4 inf into the 2 remaining tt’s and it accepted the convoy move. Weird.
