at what part of the turn can japan make kamikaze attacks,during resolve combat? or when allied ships enter the special sea zones?

I actually think the US BB should start in SZ26 to give an incentive to this attack which was historically accurate too. Perhaps the cruiser too, but both of those take balance in the wrong direction.
Also if Japan holds off until J2 to DoW, but the US player is either dead certain it will happen or hopes to discourage Sea Lion, they can slap a Naval Base on Greenland and load it up with their starting Atlantic forces US1, then drop the troops off in Scotland or Ireland US2. If London is saved at that point, you’re still in a decent position to threaten landings from France to Norway, or even farther if the UK player can be accommodating enough to give you a Naval Base.

I’d have to agree that Kamikazee just makes no sense on offense, in terms of game play. I believe the idea is to add extra defense to Japan, since they are out numbered 4 to 1 (China, England, ANZAC and America vs Japan).
