Scenario B would be correct. The rules specifically say that while it is legal to onload troops onto friendly transports, they must onload on your turn, and may only be offloaded on your next turn. The U.K may not offload the troops for you or you may not hop scotch using a transport.
Transport leaving from naval base

hi all,
in our last game (friday night), my transport left from a naval base, moved 2 spaces, picked up an infantry (from a territory w/o a naval base) and moved it’s last space and unloaded. my opponents claimed i couldn’t do this because i didn’t load the inf from the original territory, and it was like going to port twice. i believe i can make this move, that’s the whole point of naval bases.
