I always treated starting money as separate from income in my head. In this game the rules states that you should use the “starting income list” to take starting money. If i remember correctly, there have been versions of axis where some powers have started with less money than their starting income.

It gets National Objectives, once at war, which can add up to 30 more. At the start, however, it usually will only get 3 of them, which add up to 20 more income. -
Actually, it would be eligible for 25 extra IPC in National Objectives, unless the Philippines were taken by Japan. But yes, 52 in initial income.

I think wittman is referring to the probability that Japan will declare war first and take Philippines so that objective is never obtained by USA.

77 War (If Japan didn’t take the Philippines)
79 War (If the USA takes Brazil and still have the Philippines)Basically America has 25 IPC worth of NO cash if they declare war and lose nothing.
