I’m fairly certain you can land air units in friendly neutrals. It is not a conquest.

It was still a pro-Allied neutral whereas it would become a friendly(to you) neutral if I attacked and did not capture it. You can indeed land in friendly neutrals.
It is listed as a “player enforced” rule in the notes as it’s one of the situations that the game engine can’t run correctly. Read through those notes to get a heads up on some of the other rules Triple A gets wrong
