Can a plane fly over a territory occupied souly by enemy subs?

it can “fly over” any occupied territory.
If a plane flies over a country with an aa on combat move, then there is a shot taken at it.

Actually, even if it is non-combat the AA guns still get to take a shot. At least that.s the way the rules used to be.
