I also considered ships… a destroyer and sub for Quebec and west of England (or the guy I played did them in the Med) or west of England and down at Gibraltor, then both could hit Germany’s ships? … a fighter in London…
All to Russia is an idea… they could use a bomber? Give it to UK Pac and they can afford a 2nd battleship turn 1… I like your idea of just the ipcs and not committing to anything until you see what the Axis do, unless you give it to the UK… they usually know what they’re doing Rnd 1
