I have no particular thoughts on this in gaming terms – but in terms of real-world WWII military operations, spreading out your forces along a long front wasn’t always the smartest thing to do, especially if it resulted in a hard but thin piecrust with nothing behind it (no mobile reserves, no defense in depth). Dispersal in this way violates the principle of mass, also known as the principle of concentration of force against a decisive point of a front. Such concentration, in fact, is the correct way for an attacker to defeat a linear defense: by punching through the front at a key point, rather than by trying to surround such a front.

The only way this could work would be if you limited the number of units that could be placed in a territory. If you didn’t then you would never be able to assault Moscow or any other capital or territory that had 50-60 units stacked on it. It would just be suicide to try.
